Condemnation of the wide, planned and systematic violation of Human Rights

And Continuous monitoring of Human Rights by the nomination of permanent Special Reporter in Iran

Following the continuous efforts by Human Rights organizations as well as political and social activists (both in Iran and internationally), the general Assembly of the United Nations, on December 22^nd 2003, approved a resolution denouncing the Human rights situation in Iran. This was the 19^th time in 20 years that such denunciation was expressed by the U.N. The draft resolution was adopted earlier, on November 21^st 2003, by the Third Committee (Social and Humanitarian), where it had been submitted by Canada.

This draft proposal will “have the General Assembly express its grave concern about continuing human rights violations in that country. Also, the Assembly would call on that Government to abide by its obligations under the International Covenants on Human Rights, to expedite judicial reform, guarantee the dignity of the individual, ensure the full application of due process of law, by an independent and impartial judiciary and eliminate discrimination against religious minorities”.

Since that condemnation, according to the information we have gathered, the Iranian regime is trying to negotiate favorable votes (especially with European countries), in order to avoid another condemnation from the third commission of the United Nations, who will reunite on March 15^th 2004 in Geneva, Switzerland.

We, the Iranian Human Rights activist groups in Europe and North America ask the members of the Human Rights commission of United Nations to become the voice of protestation of the Iranian people and to go forward with the condemnation of the violation of Human Rights in Iran (See our report for the past six months).

We urge you to:

Ø Condemn the Iranian regime for the wide, planned and systematic violation of Human Rights in Iran.

Ø Establish a continuous monitoring of Human Rights by the nomination of a permanent Special Reporter in Iran.

It is obvious to us that the continuous surveillance of UN inspections will play a key role in the improvement of the Human Rights situation in Iran.

Condamnation de la violation planifiée, systématique et de grandes envergures des Droits de l’Homme et la surveillance continuelle en matière des Droits de l’Homme par la nomination d’un correspondant spécial en Iran

Suite à l’effort acharné des organisations de Droits de l’Homme et de différents groupes de militants sociopolitiques (en Iran et à l’étranger), l’Assemblée Générale des Nations Unies, a approuvé le 22 décembre 2003, une résolution dénonçant la situation des Droits de l’Homme en Iran. Dans les vingt dernières années, les Nations Unies ont approuvé 19 résolutions semblables contre l’Iran. Une première ébauche de cette résolution avait été proposée par le Canada, et adoptée par le troisième comité (Social et Humanitaire) le 21 Novembre 2003.

Cette ébauche déclarait que « l’Assemblée Générale exprimerait sa sérieuse inquiétude au sujet des violations des Droits de l’Homme dans ce pays. L’assemblée ferait également appel au gouvernement Iranien pour qu’il respecte ses obligations aux traités internationaux des Droits de l’Homme, qu’il accélère le processus de réformes judiciaires, qu’il garantisse la dignité des individus, qu’il assure l’application totale du processus de justice par une branche judiciaire indépendante et impartiale et qu’il élimine la discrimination contre les minorités religieuses ».

Depuis cette condamnation, nous avons obtenus des informations indiquant que le régime iranien serait en train de négocier des votes favorables (surtout avec les pays européens), afin d’éviter une autre condamnation par le troisième comité des Nations Unies qui se réunira à Genève en Suisse le 15 mars 2005.

Nous, les groupes de militants des Droits de l’Homme de l’Europe et d’Amérique du Nord demandons aux membres de la commission des Droits de l’Homme des Nations Unies de se faire la voix de protestation du peuple iranien et de condamner la violation des Droits de l’Homme en Iran (voir notre rapport des six derniers mois).

Nous vous demandons donc de :

Ø Condamner le régime iranien pour la vaste et continuelle violation des Droits de l’Homme dans le pays.

Ø Établir une surveillance continue des du respect des Droits de l’Homme en Iran par la nomination d’un correspondant spécial des Nation Unies.

Il ne fait aucun doute qu’une surveillance soutenue des Nations Unies ne ferait qu’améliorer la situation des Droits de l’Homme en Iran.
